Frances Mims Blue

Frances Mims Blue was the last of thirteen children born to the late Ned Mims and Annie Ree Mims on February 20, 1935 in Quincy, Florida. Her mother died shortly after Frances was born and was subsequently raised by her eldest sister Annie Mae and brother-in-law Clarence Walton in Orlando, Florida. Frances graduated from Jones High in Orlando and went on to Morris Brown College in Atlanta Georgia and graduated with her Bachelor of Arts Degree in Biology in 1957. Education was extremely important to Frances. She completed additional education with an emphasis in guidance counseling from various universities; Florida A&M University; University of Miami, Barry University and Nova University. While married and raising her family she completed her Master of Education Degree at Florida Atlantic University in Boca Raton, Florida in 1971. Mrs. Frances Mims Blue was an educator for over 33 years. Education was her calling and she had a wealth of experience serving in the Broward County school system. She began her career as a teacher (Charles Drew Elementary and Markham Elementary). She worked as a guidance counselor as well as a guidance director (Deerfield Beach High School, Dillard High School and Northeast High School). She also worked as an adult education counselor part-time at Ely High School. She developed an expertise in curriculum development, academic testing, coordinating and assisting students with scholarships and navigating them through various college admissions. With her assistance many of her students were accepted into colleges and universities. After retirement in 1994, she continued her community involvement with the North Broward County Chapter Links, Incorporated as a Charter Member. She led with excellence and served with grace for over twenty years. She was integral part of the Links Services to Youth Program. She along with Mrs. Berniece Bailey, Mrs. Barbara Rhone, Mr. Robert Holmes and others developed a signature youth program at the Northwest Public Library in Pompano Beach that helped high school students with improving their PSAT, SAT and ACT scores. This program expanded to include tutoring youth in the elementary schools for the Florida Comprehensive Assessment Test (FCAT). Many of the students who completed the program improved their test scores and increased their academic choices for college admission. The impact of her involvement has resulted in many students achieving professional careers and leading productive lives throughout the country. She has received numerous recognitions, accolades and awards for her work in the community. Mrs. Frances Blue along with her husband Charlie are among the pioneer families in the Pompano Beach community. Mrs. Frances Blue was a child of the Most High God and was a member of the Redeeming Word Christian Center. She served her fellow man according to the scriptures. She was a Proverbs 31 virtuous woman. She loved her family, friends and community. She was extremely supportive of her family and always encouraged everyone to be their best and seek higher aspirations. She was a very generous giver to family members and believed in sharing her resources to those in need if it was in her power to do so. She gave a hearty smile and warm welcome to all she came in contact with all the days of her life. She leaves to mourn and cherish her legacy: Her devoted and loving husband of 61 years, Charlie Blue Jr.; sons Arnold Blue, Pompano Beach, FL, Ronald Blue, Miami FL; daughters Chandra Lewis (Adolph) of Fairburn, Georgia and Denequa Michelle Blue of Norcross, Georgia; nephews who were raised as sons Richard Screen, Miami, Florida, Clifford Screen of Orlando, Florida, and a niece who was raised as a daughter Naomi Screen, Tallahassee, FL; grandchildren Brentis (Be’Nisha) Scaeffer of Fairburn, Georgia, Blaize Schaeffer and Brionna Schaeffer all of Fairburn, Georgia; Kwianna Lewis, Norcross Georgia; David Lewis Orlando, Florida, great grandchildren Brentis Schaeffer Jr., Brielle Schaeffer, Braedon Schaeffer, Braxon Schaeffer all of Fairburn, Georgia, Marleigh Lewis of Orlando, Florida; brother-in-law David Blue (Neomia) of Pompano Beach, FL; sisters-in-law Eunice Mims of Utica, NY; Ozetta Robinson of Neptune, New Jersey, Juanita Toomer (Cyrial) of Lilburn, Georgia; Janie Dennis (Charlie) of Rembert, South Carolina; Albertha Love (Raymond) of Mcleansville, North Carolina; like a sister Jeanie (Kenneth) Carter of Marietta, Georgia; and a host of nieces, nephews, cousins and friends.
